Canada Health Infoway is a not-for-profit organization that was created in a collaborative effort by the federal, provincial and territorial governments in 2001 to accelerate the development and adoption of Electronic Health Records in Canada. One of its key functions was to provide the Blueprint and standards guiding the development of Electronic Health Records across 14 federal, provincial and territorial governments. This presentation will describe the challenges of implementing common solutions in a federated model and how Infoway has worked with these governments who are responsible for delivery of health care in Canada in implementing standardized solutions while respecting the individual priorities of each government. Infoway is unique in the world and the presentation will document the progress made over the last 10 years as well as look to the future on the next logical steps in applying technology to improving health care outcomes for Canadians.

Mr. Burns is responsible for Infoway’s Standards Collaborative and Infoway's relationships and investments in the Atlantic Provinces and Ontario. He has had various responsibilities at Infoway, including accountability for all projects and programs as well as establishing the Project Management Office. He chairs the organization’s Operations Management Committee.

Mr. Burns has more than 40 years of experience in business and technology. Prior to joining the corporation in 2003, he was Senior Vice-President, Financial Services, at Descartes Systems Group; a company that specialized in logistics management. Previously, Mr. Burns was Vice-President Projects, as well as having a line-of-business CIO role at CIBC, where he was also responsible for the bank's business and technology resolution of the Y2K problem. He has worked for Microsoft and IBM, where he held various management positions in technology operations, systems development, sales, and marketing focused on the financial services and public service sectors. Mr. Burns holds a B.Sc. degree from the University of Toronto.
